Jim Connors
President
Jim's current role is business development and corporate affairs management. His telecommunications expertise is OSP (Outside Plant) and MDU (Multiple Dwelling Unit) construction with an emphasis on underground telecommunications delivery systems. He has over thirty three years of experience in the telecommunications industry.
Jim Connors along with his partner Jim Ayres formed Capitol Cable Communications Inc. in 1998 to provide engineering and construction services for the RCN/Pepco joint venture, Starpower. Capitol Cable Communications Inc. provided the majority of support for the construction build in Washington DC, Maryland and Virginia. Jim and Capitol Cable Communications Inc. have grown to provide services to today's leading telecommunications and technology providers such as Comcast and Verizon. Under Jim's guidance the company has expanded to provide services to Information Technology and Cyber Security organizations including Northrop Grumman, Computer Science Corporation, SAIC, and other leader's in the industry.
Prior to forming Capitol Cable Communications Inc., Jim was a founding partner of Excalibur Cable Communications Inc. Jim's leadership at Excalibur cable was an integral part in the company growing to provide telecommunications installation and construction services in over 24 states throughout the US including becoming one of only 4 Master Services Contractor's for PrimeStar in the entire US.
Jim Connors is a graduate of the University of Louisville.
Sean Foley
Vice President
Sean Foley is responsible for overseeing the business development and operation of Capitol Cable’s service and product offerings to the DOD & Federal Intelligence/Cybersecurity community, and the Commercial Business IT market.
Sean has over 30 years of experience in the structured cabling industry, is a BICSI certified Registered Communications Distribution Designer (RCDD) and is a Subject Matter Expert in the field of Secure Space systems installations.
Prior to joining Capitol Cable Communications, Inc. as a founding member, Sean was a Cable TV Installation and MDU construction subcontractor, the Operations Manager for Excalibur Communications, Inc., and the Technical Installation Manager for Maryland Cable and Jones Communications in Prince George’s County Maryland.
As part of the founding team at Capitol Cable Communications, Inc., Sean helped to build the company’s Cable TV/Hybrid Fiber Coax engineering and construction capabilities into a business currently serving the largest telecommunications operators in the county.
Sean Foley attended University of Maryland University College and Chesapeake College. Sean also holds and maintains multiple jurisdictional electrical licenses.
Jeff Roberts
General Manager
in the communications field, he has management experience on the national, as well as regional and local levels. His field of expertise extends to the design, construction, and systems implementation, as well as project management, and corporate operations.
Jeffrey's knowledge entails all aspects of communications delivery systems for voice, data, and video over both copper and fiber, as well as multiple broadcast sources. He is an expert in HFC (Hybrid Fiber Coaxial) distribution systems and is Capitol Cable Communications' advisor for OSP (Outside Plant) construction.
Jeffrey previously worked for Excalibur Cable Communications where his responsibility included the management of several regional jobsites performing telecommunications installation and construction services for large Cable TV MSOs (Multi System Operators) throughout the Mid-Atlantic region.
He has spent more than 50 years in the Washington, D.C. metropolitan region, and has attended both Prince Georges College, and the University of Maryland.
Dane Robey
Eastern Regional Manager
region, overseeing the delivery of cutting‑edge cabling services and solutions to both federal agencies and commercial enterprises across the Mid‑Atlantic. With more than three decades of hands‑on experience in the structured‑cabling arena, Dane is a recognized authority in the field—a BICSI‑certified Registered Telecommunications Project Manager (RPTM) and a go‑to subject‑matter expert on complex cabling infrastructures.
Before joining Capitol Cable, Dane led a high‑performing telecommunications division serving the District of Columbia, Maryland, and Virginia, where he built a reputation for driving operational excellence and fostering strong client relationships. He attended Charles County Community College, laying the foundation for a career marked by technical mastery and strategic vision.
When he’s not designing cabling infrastructure networks or guiding teams, Dane unwinds with his guitar and cherishes quality time with his family. His blend of industry expertise, leadership acumen, and personal passion makes him a pivotal force behind Capitol Cable’s continued growth and innovation.
Ray Grebe
Western Regional Manager
technology and telecommunications leader with more than 30 years of experience directing complex IT, unified communications, structured cabling, and enterprise deployment initiatives. He has built a career leading cross-functional teams, aligning sales, engineering, estimation, project management, vendors, and field resources to deliver large-scale solutions for enterprise, commercial, federal, and global clients.
Prior to joining Capitol Cable, Ray served with Verizon Business in Mesa, Arizona, where he held senior leadership roles within Professional Services, including Senior Manager and Senior Technical Program Manager. In these positions, he directed geographically dispersed teams of engineers, project managers, contractors, and vendors responsible for UCC, UCCX, VoIP, Wi-Fi, call center, and complex network implementations. His leadership helped establish operational standards for global service delivery, improved deployment efficiency, strengthened client satisfaction, and ensured alignment between executive business objectives and technical execution.
Prior to Verizon, Ray held executive and operational leadership roles with Allied Technical Services. He scaled a regional low-voltage cabling and telecommunications firm, expanded operations across multiple states, managed finance, sales, delivery, and field operations, and sustained strong revenue and profitability performance.
A PMP and ITIL v3 certified professional, Ray brings strong technical fluency across Smartsheet, Microsoft Project, Visio, Salesforce, SAP, ServiceNow, Cisco, Avaya, Call Manager, VoIP systems, IP networks, voice and digital lines, and enterprise collaboration platforms.
Tyler Wolff
Estimator &
Project Manager
degree from Salisbury University where he majored in Psychology and Sociology. He was a student athlete, played for the men’s tennis team, and managed/oversaw all day to day operations in the university's indoor tennis center. After graduating from Salisbury, Tyler accepted a position at Anne Arundel Medical Center as a Substance Abuse Counselor for 3 years. He joined Capitol Cable Communications as an Estimator and Project Manager in March of 2021. He works closely with the graphic designs of upcoming projects, assisting with planning the layout of various work sites. In his downtime, he enjoys playing golf and tennis in the summer, traveling out West to ski as much as possible in the winter, and spends as much time with his friends and family as he can. He was born and raised on the Eastern Shore of Maryland with his parents and three brothers.

Arlen Ramer
Project Supervisor
of experience within the telecommunications industry joining the United States Airforce in 1998, where he was trained in telecommunications outside plant (OSP) & inside plant (ISP) cabling infrastructure. After serving with the United States Air Force, Arlen moved to the Washington DC area in 2002 and for the last 25 years Arlen has utilized his training and experience as a proven project leader/manager working commercial, government and hospitality cabling infrastructure projects throughout Maryland, Washington, DC, & Northern Virgina. When Arlen isn’t leading or managing projects, he likes spending time with family, friends, and riding his motorcycle.
Mike Williams
Project Supervisor
of experience in the telecommunications industry, Mike has built a career specializing in all aspects of Outside Plant (OSP) and Inside Plant (ISP) cabling infrastructure, including copper and fiber-optic systems. Since beginning his career in 2000, he has gained extensive technical expertise and leadership experience, becoming a proven project leader and manager. Throughout his career, he has successfully supported and managed commercial, government, and telecommunications infrastructure projects across Maryland, Washington, D.C., and Northern Virginia. Outside of work, he enjoys staying active at the gym and spending quality time with family and friends.
Jonathan White
Construction Coordinator
since 2011. He has previously worked with MDUs, Metro-E, Cell Backhaul, and Residential Installs. He joined the Capitol Cable team in 2014 and helps coordinate commercial projects (Fiber & Coax) for Comcast in Washington, DC. He's lived in Maryland since 1976 and attended both Montgomery College and Prince George's College.
Leslie Tuttle
Administrative Assistant
and has been in the DMV area since 2009. While in New York she graduated from Adelphi University with a Bachelor of Science in Mathematics and received a Master’s Degree for Childhood Education from SUNY New Paltz. After ten years of being an educator at the elementary, middle, and college levels and doing private math tutoring, Leslie left the education field. Leslie joined the Capitol Cable Communications team in 2018 as an administrative assistant and works with the invoicing team. In her spare time Leslie enjoys cooking and baking, working out, checking out new restaurants, and spending time with her dogs. She currently lives in Virginia with her husband, two dogs, and cat.
Stacy Boykin
Maintenance & SPAN Supervisor
and joined Capitol Cable Communications in 2010. Since then, she has been a valuable member of the Capitol Cable team, handling the dispatching and the day-to-day operations of both our CATV maintenance and replacement construction and operations teams. She also oversees multiple tech ops teams.
Dave Rexroth
New Build Construction Supervisor
and joined Capitol Cable Communications in 1997. Since then, he has been overseeing newbuild construction and coordinating with external plant operations to bring service into high rise buildings throughout the Washington metropolitan region. A valuable member of the Capitol Cable team, handling day to day operations and coordination of our OSP/ISP construction teams.
Jerry Ramirez
Field Supervisor for Outside Construction
and joined Capitol Cable Communications in 1998. With almost 30 years of experience in the communications field, he has proven himself a valuable asset to our team in all aspects of the process by managing our outside construction crews and overseeing our CATV aerial, underground, and utility construction. He also coordinates with outside utilities and DOT permits and operations. This department handles excavation, manhole system work, and street cuts, as well as aerial and pole work.
Luis Ramirez
Field Supervisor for Technical Operations
a technical institute in Lanham. He entered the cable field in 2003 and joined Capitol Cable Communications in 2019. Since then, he has been a valuable member of the Capitol Cable team, handling day to day operations of our CATV commercial construction and installation department.
